Ensures normalization on waitfe/fc-xml operations

Ensures normalization on waitfe/fc-xml operations

Normalize the xml representation for loaded messages,
and also the regular expression is adapted as usual,
regarding hop-by-hop, end-to-end and Origin-State-Id.

isLike is fixed to do there the full normalization,
including the removing of newlines.

isLike docygen documentation is also improved.

Also, move getContentFromFile to core::functions.
